Outdoor cat and their impact on native wildlife are a wicked problem of public policy. There is no technical fix, stakeholders disagree over the nature of the problem, and they also hold seemingly incommensurable values and beliefs about how to best address the problem. Ethics helps us to not only better understand the problem, but to create the creative common ground to solve it.
